Tech Giants Push Washington for Open AI Strategy to Combat China’s Lead

Silicon Valley’s biggest players are ramping up pressure on Washington to prioritize open-source artificial intelligence as a national security and economic imperative. Giants including Meta, Microsoft, and Google have signaled support for 'open-weight' models, which provide broader access to the underlying technology. The push comes as Chinese labs like Zhipu and Moonshot AI increasingly dominate global traffic with high-performing open models developed at a fraction of the cost of American proprietary systems.

The lobbying surge is backed by record spending. OpenAI, Anthropic, and Microsoft have significantly increased their expenditure in Washington, reflecting a sharpening battle over federal AI policy and safety regulations. Proponents of open AI argue that the U.S. should support the sector much like it did the semiconductor industry—by providing startups and universities with the computing power and government contracts necessary to compete with state-subsidized Chinese entities.

Currently, Chinese models account for nearly 48% of traffic on major open platforms, up from just 20% a year ago. Industry experts warn that the U.S. risks a strategic 'blind spot' if it focuses solely on restricting chip exports while ignoring the software layer. By funding security tools and awarding contracts to open-model developers, the U.S. could ensure it maintains an edge in AI innovation while preventing a total migration of the developer ecosystem to foreign platforms.
